Get to cover the first time
Rough-in is a milestone you bill on. If it does not pass, the whole schedule slips and so does your draw.
Slope the drain lines a quarter inch per foot and hold the DWV test before anyone signs off. Set your stub-outs where the fixtures actually land, not where the plan says if the layout moved. Pressure test the supply and watch it, do not just glance at it.
The wrap-up steps are your paper trail. Fire-stop the penetrations, plate the studs, and take photos before the walls close. When the inspector questions something later, the photo answers it.
This list is a starting point for a standard rough-in. Add your jurisdiction's pet items so the printed version becomes your local standard.
