Time and materials means the customer pays your documented cost plus an agreed markup. It is how you bill work where the full scope is not known up front.
Labor is the hours times your billing rate, which is not the wage. Your rate has to carry the burden, the overhead, and the profit. If you are not sure what to charge, the labor burden calculator gets you the true cost first.
